Legislation

Scott is an active member in the Assembly and has been a lead sponsor on multiple bills.  Here you will find a list of those bills in which Scott has put his support behind.

AJR-39 -- This proposed constitutional amendment will exempt municipalities from the uniformity clause of the Wisconsin Constitution for newly acquired property in a cooperative merger with another municipality.  Under the current law, if two communities merge that have different tax rates, the community with the lower rates would see an immediate jump in taxes.  This often deters consolidation which can lead to less government and can save taxpayers money through the merging of public services.  Scott's proposed constitutional amendment would allow for 12 years of dual tax rates which would allow the rates to gradually even out preventing the tax shock that would accompany a merger.  Currently AJR-39 has passed the Assembly and has been referred to the committee on Tax Fairness and Family Prosperity in the Senate.

AJR-75 --  This Assembly resolution recognized November as Diabetes Awareness Month.  Diabetes is a growing epidemic in both our great state of Wisconsin and the nation as a whole.  The issue is important to Scott as his family has a history with the disease.  Scott hopes that increased focus on the effects of diabetes and how to prevent it can begin to slow the epidemic.

AB-122 --  This bill allows stores possessing a Class-A license to offer up to two free beer samples of three ounces or less to its customers of legal drinking age between 11am-7pm.  Additionally, brewers are allowed to provide samples of their product on a Class-A premise as long as they adhere to the same limitations and purchase the sampled product from the store in which they are distributing said samples.  This allows the consumer to become familiar with new products and gives small businesses an effective way to bring their products to the market.     The bill was signed into law by Governor Doyle on May 17, 2007.

AB-388 -- This bill requires the Department of Commerce to regulate the business of installing, removing, and maintaining thermal system insulation and fire-stop products.  It guarantees that the installer is qualified and will provide the consumer with top notch services.  Safety in the home and the workplace is extremely important and can always be improved. Currently AB-388 has been referred to the Assembly committee on Labor and Industry.

AB-409 -- This bill addresses tax increment financing (TIF).  This is when a district funds some form of restoration project based on the future tax revenues it will provide.  The bill allows TIF funding to be used anywhere within a 1/2 mile radius of the community originally granted the funding provided the spending is approved by the community's joint review board.  This allows the community to further strengthen itself by improving the areas surrounding it. The bill was signed into law by Governor Doyle on March 5, 2008.

AB-455 -- This bill  makes it easier for brewpubs to brew and distribute their own beer.  The former law had brewpub owners paying wholesalers to distribute their own beer to restaurants they owned.  Successful small businesses should not have to give up profits in order to distribute their products to their own venues.  Scott understands the frustrations that often come when starting your own business and wants to help wherever he can. Currently AB-455 has been referred to the Assembly committee on State Affairs.

AB-498 -- This bill states that the costs to a law enforcement agency of analyzing a person's blood or urine to determine levels of intoxication will be paid by the person found guilty of breaking the law.  Scott supported this bill because he believes that the taxpayers' money should be spent for the good of the people. Currently AB-498 has been passed in the Assembly and has been referred to the committee on Judiciary and Ethics in the Senate.

AB-502 -- This bill addresses the use of your personal information, such as credit scores by an unsolicited third party.  During the loan application process, credit companies will sell your information to third parties.  This bill will not prevent the selling of your information but rather the use of that information.  It will prevent third party companies from contacting you offering unsolicited services. The Bill was signed into law by Governor Doyle on March 12, 2008.
